(Bowling Green, KY)- On Saturday, December 13, 2014, at 7:53 P.M., Kentucky State Police Post 3 Bowling Green was contacted by the Bowling Green Police Department (BGPD) regarding an officer involved shooting at the Cabela’s Sporting Goods in the city limits of Bowling Green.
Preliminary investigation shows that Cabela’s Sporting Goods contacted BGPD regarding a subject that had taken a firearm from the shelf and placed it inside of his pants and proceeded to go into the restroom. The subject then left the restroom and proceeded to exit the store with the firearm still located in the front of his pants. The Officer involved in the shooting has been identified as Officer Clifton Phelps, a three-year veteran of the Bowling Green Police Department. Sources said that the weapon was an AR-type assault rifle with a folding stock, and the subject, identified as Elliott Cummings (33) of Napeirville, IL, took the rifle from a used-gun rack, but appeared to be an ordinary shopper at first. One Edmonson County resident, who wished to remain anonymous, said "I saw the guy before all this happened, he was just a few feet away from me. He acted normal as far as I could tell...he looked like a normal guy." Other sources said that immediately after leaving the bathroom, Cummings quickly headed for the store exit. Another source said that police were waiting in the store parking lot as the subject exited the building. It was reported that the subject was ordered to stop, but Cummings ran and reached for the rifle, still in his pants, and that's when he was shot in his backside area by Officer Phelps. Mr. Cummings was transported to the Medical Center and later transferred to the Skyline Medical Center, Nashville, TN where he is being treated for non-life threatening injuries. Officer Phelps has been place on administrative leave per the BGPD policy. The investigation is still ongoing and is being led by Kentucky State Police Post 3 Investigative Sergeant Jermaine Savage.
