Sen. Steve Meredith's Legislative Update: Pro Life Bills, School District, Religious, and Political Freedom

​The hallways were packed with Kentuckians from across the state making their voices heard as we began the second part of the 2017 Legislative Session in Frankfort. I was especially heartened at the passionate crowd for the Rally for Life on Wednesday, February 8, and later in the evening that energy and excitement continued during Governor Bevin’s State of the Commonwealth Address.
 
Hundreds of people filled the Capitol to celebrate the sanctity of life alongside Governor Bevin and members of the General Assembly. The governor ceremonially signed Senate Bill (SB) 5 and House Bill (HB) 2, both pro-life bills that help protect unborn Kentuckians who cannot protect themselves. As Governor Bevin noted, 83 percent of the General Assembly supported these bills—a great reflection of the pro-family values of Kentuckians—and I was proud to be a member of those ranks.
 
During the State of the Commonwealth Address, the governor told compelling stories from citizens across the commonwealth both praising our state’s progress and offering suggestions for improvement. From addressing tax reformation to our pension crisis to assistance for veterans, Governor Bevin hit the nail on the head when he outlined these issues.  I look forward to continually working with him to solve these problems.
 
Between the rallies and visits from citizens from across the commonwealth, the Senate was busy hearing bills in committee and passing some out of the chamber. Although this week was not quite as hectic as the first week of session in January, we kept a quick pace and sent four bills to the House.
 
Senate Bill 2 encourages transparency and accountability in the state pension system. This bill passed unanimously from the Senate, and I am proud to stand up for taxpayers and retirees alike by taking another step toward fixing our broken pension system. We also passed SB 18, which protects the confidentiality of peer review information conducted by doctors.
 
Senate Bill 50 was another bill that passed with bipartisan support. This legislation gives local school districts control over their school calendars, giving them the option to push back their school start dates so families have more time to enjoy the summer months. Senate Bill 17, which protects students’ rights to religious and political speech, was the last bill to pass this week.

Mr Meredith you reported of how your pension fund was secured but didn't mention how you voted to repeal the prevailing wage law and the right to work law that union's have fought and died for since the 1800s so the working people in Kentucky don't have to work for minimum wage and give their families a better life and I'm sorry sir the letter i received from your Secretary not from you personally suggested that most union's were against pro life I'm sorry sir but you are sorely mistaken! How much of a cut in pay are you and Matt Bevins going to see?

**Mr. Meredith and fellow legislators, KSA (Kentucky Sheriffs Assn) , KaCo, Kentucky League of Cities, and others who have stated Constables need to be abolished because of ** lack of training.**

A bill has been filed, that would FORCE Constables to TRAIN, be PROFESSIONAL and be held to HIGHER STANDARDS.
House Bill 279 would create a Constable Certification Program, requiring Constables to be trained and regulated by the state, or be deemed as UNCERTIFIED Constables ( only office holders with no powers) .

So, if all the rhetoric we hear about these "untrained" dangerous Constables is to be believed, and it is not about the jealousy of authority, nor the greediness over Constables making money serving papers, then a honest and just legislator would support this bill 100%.

A politician that refuses to, would obviously be servant of KSA, KLC, Ky magistrates Assn, Co Judge Execs Assn, and KaCo, and their interests, rather than listen to the will of the people, who have told legislators for the last 30 years, to LEAVE OUR CONSTABLES ALONE !

*TRAIN
*REGULATE
*ENFORCE STANDARDS

NOT "abolish" for lobbyist and their greedy organizations.

The path is clear. if the above agencies have not simply been using training as an excuse for their own ends.

Yes, Constables are volunteers.
Yes, they MUST be trained
Yes, they MUST be regulated and held to standards

Then the answer is right here.
Don't duck, dodge or ignore it, or it will show the people the true intent of Constable hater organizations, and prove CONSTABLES' points about discrimination by the above entities.

READ HB279 and SUPPORT it and FORCE Constables to a higher standard, and eliminate what you CLAIM, is the problem.

HB 279/LM (BR 1479) - J. Tipton

AN ACT relating to constables and making an appropriation therefor.
Create new sections of KRS Chapter 70 to provide incentive payments for constables and deputy constables who complete training; create a new section of KRS 15.310 to 15.510 to create a Constable Certification Program to be established, regulated, and provided by the Department of Criminal Justice Training; create a new section of KRS Chapter 147A and amend KRS 23A.2065 and 24A.1765 to create the constable certification fund composed of a $5 increase in Circuit and District Court criminal case fees as well as any contributions, gifts, grants, donations, devises, or appropriations the fund may receive; amend KRS 15.310 to define "certified constable"; create a new section of KRS 15.310 to 15.510 to clarify that certified constables and deputy constables are not considered hazardous duty positions and not eligible for the Law Enforcement Foundation Program fund; amend KRS 189.910 to include vehicles used for emergency purposes by certified constables and deputy constables within the definition of "emergency vehicle"; amend KRS 64.190 to provide that constables may collect the same fees allowed sheriffs for similar services; amend KRS 454.140 to add constables to those officers to whom process may be directed.

If this bill isn't supported, then it simply proves, that all that has been said about Constable being not needed and dangerous, due to lack of training is complete and utter BULL !
